MOUNTAIN VIEW, CA — Google has released its 2025 Annual Safety Report, revealing a massive offensive against bad actors in the Android ecosystem. According to the report, Google’s defense systems successfully blocked 1.75 million policy-violating apps from reaching the Play Store over the past year.
In a decisive move against repeat offenders, the tech giant also permanently banned over 80,000 malicious developer accounts, signaling a zero-tolerance policy toward high-risk entities.

ToggleAI vs. AI: The Battle for App Safety
As cybercriminals increasingly leverage artificial intelligence to craft sophisticated attacks, Google has fought fire with fire. To stay ahead of evolving threats, the company implemented several key defense layers:
- Generative AI Guardrails: Google integrated Generative AI into its review process, allowing human moderators to identify complex malicious patterns that were previously difficult to detect.
- Enhanced Developer Verification: Registration for new developers now involves more rigorous identity checks to prevent “bad actors” from re-entering the platform under burner accounts.
- 10,000+ Safety Checks: Every app submitted to the store must now pass an exhaustive battery of automated and manual checks before going live.
Privacy First: Shielding Sensitive Data
Data privacy remained a primary focus in 2025. Google reported that it successfully blocked 255,000 apps from gaining unnecessary access to sensitive user data, such as real-time location and contact lists. Tools like ‘Play Policy Insights’ in Android Studio have helped legitimate developers align with these stricter privacy standards.
Cracking Down on "Review Bombing"
Google’s anti-spam systems were working overtime to protect the integrity of app ratings. The report highlights:
- 160 million fake ratings and reviews were identified and removed.
- These interventions prevented an estimated 0.5-star artificial drop in ratings for thousands of legitimate apps targeted by “review bombing” campaigns.
Protection Beyond the Play Store
Google Play Protect’s reach has expanded, now scanning 350 billion apps daily across the global Android device base.
“We blocked 266 million risky installation attempts originating from outside the Play Store (sideloading) and protected users from 872,000 unique high-risk apps,” the report stated.
New real-time in-call scam protection features were also rolled out this year to detect and alert users of potential fraudulent activity during phone conversations.
The Road Ahead: Ongoing Challenges
Despite these record-breaking numbers, the battle is far from over. Experts note that sophisticated malware still occasionally slips through the cracks. In January alone, Cyble Research identified 20 crypto-stealing apps disguised as legitimate wallets.
Additionally, the European Commission is reportedly reviewing Google Play’s effectiveness in preventing financial scams, suggesting that regulatory pressure will continue to shape Android’s security roadmap through 2026.
